The deck is looking increasingly stacked against coal in many Western states. With broad bipartisan support and endorsements from Xcel Energy, the natural gas industry and environmentalists, Colorado recently passed a bill that makes the conversion of three Front Range power plants from coal to natural gas almost a sure bet. Plans for a few new coal-fired power plants have been scrapped in Nevada, Utah and Montana, and as HCN recently reported, Desert Rock, a massive coal plant proposed on Navajo land in New Mexico, looks all but dead. Still, in Wyoming and Montana coal development continues moving ahead at a steady clip.
